The DMS applies extensive knowledge and experience in terminal and en route air traffic facilities to integrate air traffic operations, support services and administrative programs to advocate the tactical use of concepts and technologies to advance the strategic goals of the ATO and the Federal Aviation Administration (FAA).The DMS ensures that all district operational and support plans are integrated with the operational philosophy of the GM and the Director of Operations (DO). The incumbent provides input on policies, standards and procedures as regards to all district activities, to ensure the safe, secure and efficient use of navigable airspace. Identifies information needs, ad hoc and recurring reporting requirements to include reporting to the GM.The DMS applies experience managing and directing air traffic operations and/or support activities to maintain close connectivity with field facility operational and support activities throughout the District and to ensure that the GM and DO are able to respond quickly to unexpected and emergency situations. Provides an unfiltered flow of information to the GM and responds to stakeholder concerns by focusing on systemic issues, and enhancing system efficiency.The DMS applies a comprehensive understanding of the principles of management and strategic planning to plan, direct, coordinate, evaluate and manage the operational and support activities of a highly technical matrix organization consisting of Air Traffic Managers (ATM) and Support Managers (SM). Works on complex projects and programs based on the objectives of the GM and is responsible for strategic and tactical planning, communicating the organization's vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. The DMS solicits feedback among the SMs and ATMs on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS.The DMS assists the GM as the focal for labor-management relations, civil rights, legal and security issues in consultation with all Staff Offices. Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner.The DMS demonstrates the ability to collaborate with multiple organizational units and projects to accomplish mission objectives by addressing tactical issues that require cooperation between different facilities, districts and service units. Ensures coordinated responses by working with counterparts and maintains a positive working relationship at the appropriate levels of other organizations to enable problem solving at the lowest level.The DMS applies a broad understanding of financial management, project and administrative processes to define, acquire and allocate budget, staff and other resources to accomplish objectives. Fosters continuous improvement of in the delivery of air traffic services. The DMS continually reviews and evaluates the performance of operational and support activities to ensure they are aligned with long and short term ATO and FAA goals and objectives, takes corrective action on those issues that affect the efficient operation of the organization, and coordinates action between facilities and identifies creative ways to improve performance.The DMS exercises the full range of supervisory responsibilities of all SMs and/or ATMs within the District, including the provision of training, coaching and guidance to subordinates. The DMS serves as second-level reviewer for performance evaluations of appropriate subordinate managers and employees in the operations/support areas, communicates and reinforces diversity, Equal Employment Opportunity and programs in all areas of responsibility, including selection, training and transfers. To qualify for this position you:
1. Must have held an FAA 2152 FG-14/FV-J or above regional or headquarters position for at least 1 year (52 weeks);OR2. Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility (NOTE:
An employee who has been facility-rated or area-certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he/she has been performing the higher-graded work);OR3. Must have held a MSS position or above for at least 1 year (52 weeks) in an ATS facility.4. In addition to the qualifications listed above for this MSS position, you must have held the MSS-3 or above; OR an FG-2152-14 or above regional or headquarters position for 1 year (52 weeks) IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99 .

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
