Supervisory Aviation Technical Systems Specialist (District Manager)

Position is a District Manager, located within the ATO, Technical Operations organization. Oversees, manages and directs the work of subordinate employees and/or managers for more than one organizational units/projects/programs within a major subdivision. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget. etc) for a large organizational component of a major line of business.Duties typically include planning, communicating the organization's vision and objectives, developing employee capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary actions, as appropriate.Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, personnel, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.Directs the maintenance and operations of a large geographical area and/or an Operational Evolution Plan (OEP) airport within a Service Area. Area may extend beyond state boundaries and include regional, national, and international operations.Has authority for maintenance and operation of the NAS equipment, facilities, and systems within the assigned geographical area or airport. Provides overall administrative and technical direction of the assigned workforce consisting of System Support Center (SSC) managers. specialists, technicians and support staff involved in providing NAS Services to Tenninal air traffic control, commercial airlines and general aviation aircraft.Defines, acquires, and allocates budget, staff. and other resources necessary to accomplish the goals and/or objectives of the GNAS/OEP organization. Participates in the planning and execution of organizational goals utilizing strategic planning and sound management principles in order to accomplish mission objectives.Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include:
strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units. managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-tenn and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K or FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience s technical experience gained in positions within organizations that are responsible for design, development, operations, maintenance performance and evaluation of the NAS. This experience may be acquired through functions such as the acquisition and development of the NAS program and systems; the operations and maintenance functions in field facilities and the evaluation and performance functions in District Offices, regional offices and/or headquarters.Qualifications must be met by the closing date of this vacancy announcement.
